Who are OTECSA Consulting?

OTECSA Consulting Ltd. is a process safety consultancy with offices in Glasgow, Aberdeen, Dundee and Cornwall.  We provide engineering and technical safety expertise to clients in the process industries; specialising in HAZOP, HAZID, LOPA, DSEAR and Hazardous Area Classification. This includes chemicals, pharmaceuticals, distilled spirits, petrochemicals, energy from waste and manufacturing.  With over a decade of experience we can bring new ideas to help you solve your engineering and safety challenges.  This adds significant value and energy to your projects through our dynamic, accommodating and enthusiastic approach to engineering design, design assurance and risk assessments.  

In addition to our Process Safety expertise, our background in Process Engineering and Project Engineering means we can assist clients through what can sometimes be the daunting prospect of outsourcing specialist technical, compliance and design assurance studies.  We pride ourselves in a flexible, adaptable approach to our work, to fit with clients needs, and we constantly strive to build strong relationships with our diverse client base.

We were formed in 2018 by Owen Llanwarne after more than 10 years in chemical operations and projects, equipment manufacturing, process engineering design and process safety consulting. Over the years Owen has worked directly for operating companies, manufacturers, design consultancies and been trained in technical, management and agile scrum methods.  

The vision is to build OTECSA into an approachable, networked consultancy, with key partnerships in related design disciplines and specialist areas so that we can provide flexible and innovative solutions to our clients complex problems.  Get in touch with Owen directly here.

Owen Llanwarne

Managing Director, Consultant

Owen is a first class masters graduate from the The University of Edinburgh.  Owen's technical competence is maintained through regular training by accredited bodies and is demonstrated by Owen becoming a Chartered Chemical Engineer, through the IChemE and Engineering Council in 2012.  Find out more about Owen here on his LinkedIn page. 

Owen is a process and process safety consultant with 13 years experience. He has a broad background in the operations of petrochemical plants, product development for upstream oil and gas systems, project engineering in petrochemical plants and subsequently seven years in a design house before specialising in process safety.  OTECSA was founded by Owen in 2018, read more about our vision below.

Alistair Wilson

Process Safety Consultant, Lead Process Engineer

Alistair joined OTECSA in March 2021 and is a chartered chemical engineer with 12 years of experience in the upstream oil & gas industry, spanning the range of project phases from conceptual engineering / early concept screening, through pre-FEED, FEED, to detailed design, and commissioning. He also has some experience in pharmaceuticals, petrochemicals, midstream oil & gas, nuclear, and CCUS (Carbon Capture, Utilisation, and Storage) projects. He has experience working as a flow assurance consultant, including developing software for corrosion rate prediction in oil and gas pipelines. More recently, he has worked on subsea processing technology development. Alistair has experience in leading process design and providing effective study management to deliver efficient design solutions. 

Ryan Roche

Process Safety Engineer

Ryan Roche joined OTECSA in September 2020, after graduating from the University of Aberdeen with an MSc in Process Safety. Prior to the Process Safety course, he studied Chemical Engineering for 5 years up to masters degree level. He is thoroughly enjoying putting the theory into practice since he started working with OTECSA and helping the team deliver process safety to clients. In 2023 Ryan was promoted to Process Safety Engineer, having endured many hazard studies and DSEAR Risk Assessments in support roles, Ryan is now taking on the lead role in many studies evidencing his hard work and dedication.  

John Speirs

Lead Process Safety Consultant

John joined OTECSA in 2022, after working with Owen in previous employment at Engenda Group in Falkirk.

John started his career ICI Grangemouth in 1993 where he gained valuable exposure to a variety of batch chemical manufacturing processes in the Pharma, Agrochem, Fine Chems and Biotech sectors.

In 2005 John moved to a Project EPC organisation where he built and led a Process Engineering team of 15, successfully delivering hundreds of projects over 17 years, covering multiple process industry sectors and all project phases including conceptual design, FEED, detailed design, commissioning, start-up and manufacturing support.

He is an approved HAZOP chair with expertise in LOPA, DSEAR Risk Assessment, Hazardous Area Classification to BS and EI15 and Pressure Relief. 


Arthur Morris

Graduate Process Safety Engineer

Arthur joined OTECSA in August 2023, fresh from his graduation from a Masters in Chemical Engineering from Strathclyde University.

During his studies Arthur had a spell working as a summer student at West Fraser, Inverness and in his short time with OTECSA so far has been involved in HAZOPs, DSEAR studies and novel hydrogen technology projects.

Jill Butler-Rennie

HSE and Process Safety Management Consultant

Jill has been working with OTECSA since early 2021, providing business development and marketing expertise.

In 2022 Jill's role expanded as we began to develop our wider HSE consulting offering to clients.

Jill leads the HSE Consulting arm of the business, providing incident investigation, auditing and process safety management system support to clients.

Jill brings with her many years experience in the Oil and Gas and Energy sector, where she performed roles including as technical authority for environmental engineering with a major EPC contractor and as company HSE manager for oil industry service companies.

Where are we?

OTECSA Consulting are based in Glasgow.  We also have offices in Aberdeen, Dundee and Cornwall in the South West, allowing us to service clients across the whole of the UK.   

With the advances in technology, we also service an international market, with clients in Europe and throughout the UK.

OTECSA are measured on the quality of our service and we aim to provide a dedicated, attentive and professional service to clients.  Our strong relationships across industry and reference list shows we are capable of satisfying and maintaining a loyal client base.  As a small business our success is directly aligned to the quality of our work, we aim to make every client a repeat customer and provide practical, useful advice.

Pricing

Not all clients expect the same deliverables from a project so in order to provide a high quality, cost effective service we always approach project costing with the clients needs in mind.   All costing is transparent and we have extensive experience producing accurate project estimates for fixed price project work and delivering within budget.  Our costs are highly competitive.  As a small buisness we are not burndened with many of the overheads incurred by large companies, so you won't be helping to pay for any admin staff or offices, just the expertise you require.

OTECSA aim to provide expertise in the key areas of Process, Safety and Risk and are trained and experienced in these areas.  OTECSA maintain CPD through the IChemE Chartered Engineer programme and work with accredited training partners to maintain our competencies.  We also have a strong network of specialists in other areas of engineering design, consultancy and projects meaning we are able to help clients find flexible and innovative solutions to complex challenges.
