Occupied Building Risk Assessments

OTECSA Consulting have completed several OBRAs for clients in the high hazard industries.

Our OBRAs are carried out in line with the industry standard Chemical Industries Association guidance on occupied buildings (CIA), to assess risks to personnel in occupied building when they could be impacted by major accident events such as:

  • Fire exposure

  • Overpressure from explosions

  • Toxic gas releases

Why Carry Out an OBRA?

OBRAs are carried out in industries where there are major hazards to personnel, close to occupied buildings on or off site. Often as part of a client's COMAH (Control of Major Accident Hazard) application process, a risk based OBRA will be required to ensure personnel are adequately protected against fire and explosion events nearby.

OBRA comes in two forms:

  • Hazard based OBRA - a shorter screening study

  • Risk based OBRA - where a hazard based study has identified there is a risk to be concerned about, and more detailed analysis of the risk to personnel is required.
